The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that safeguard the public health and assists our clients in meeting their needs. DHHS strives to provide these programs and services while respecting the rights and preferences of individuals and families. The DHHS Division of Contract Management provides financial and programmatic accountability for 1,000+ DHHS contracts and oversees the procurement process for the Department. This position is located in Augusta.

Job Duties:

As a Contract Relation Manager, you will be responsible for providing direction, technical assistance and guidance to a team of Contract Administrators around contract administration services. You will support the contract administrators in their work with program offices and providers. As the liaison to program offices, you will collaborate with program managers and the Contract Administrators to ensure the timely, accurate and efficient completion of contracts. You will also ensure that invoicing and payment for contracted services is processed effectively. In addition, you will conduct quality reviews of contracts to ensure that they delineate legal and enforceable deliverables.

Requirements:

In order to qualify, you must have eight (8) years of education and/or professional experience in social services to include two (2) years of related program management experience. Preference will be extended to candidates with demonstrated experience in fiscal management of social services contracts.

The background of well-qualified candidates will demonstrate the following competencies:

  • A proven ability to administer contracts. This should include identifying resources and funds, monitoring contracts for compliance, consulting on budget development, monitoring resources and services, and ensuring contract requirements are met.

  • A proven ability to work collaboratively with providers, financial services staff and program managers in order to achieve a common goal.

  • A proven ability to develop and review contracts, ensuring they are written clearly and are legal and enforceable documents.

  • A proven ability to coach and motivate staff to accomplish mission and goals by providing clear direction and positive interpersonal influence.
