About the Agency

The position is located in the Peace Corps Office of Inspector General (OIG) Audit Unit and reports to the Assistant Inspector General for Audit. The Auditor is responsible for conducting performance and financial audits and reviews of Peace Corps programs and operations domestically and at Peace Corps posts in developing countries globally.

Duties

The Auditor performs the following major duties:

  • Plans and performs management, program, and systems audits independently or as a team member.
  • Performs audit operations on site, consults with management and program officials, and adapts methods and techniques to solve a variety of problems, such as assessing the potential to reduce cost in a variety of programs, projects, and functions such as information technology, financial management, acquisition, and logistics systems.
  • Writes audit reports detailing findings and recommendations. Keeps supervisor informed of matters that require interpretation or investigation
  • Independently plans and conducts a variety of audit assignments or investigations, and adapts methods and techniques to solve a variety of problems.
  • Uses standard audit procedures to measure the degree of program and financial management compliance with regulations and adherence to accepted accounting principles and management practices and controls for organizations inside or outside the department or agency.
  • Assesses the potential to reduce costs in a variety of programs, projects, and functions, such as information technology, financial management, acquisition, and logistics systems.
  • Adapts standard methods, techniques and reporting procedures to fit unusual circumstances and to develop data which is not readily available or is misleading in situations where guidelines are not directly applicable.

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9/10 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience with theories, practices, methods, and techniques of accounting and auditing; Experience with program practices, policies, and functions sufficient to independently plan and conduct a variety of assignments or investigations; Experience analyzing accounting systems or modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems; Experience developing or modifying methods and techniques to resolve a variety of auditing problems.

Basic Requirements
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
  3. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  4. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  5. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.
