Duties

The incumbent is established to provide a full-time, first-level supervisor in the Transportation Unit and the Grounds Maintenance Unit, Maintenance and Operations Section of Engineering Service. Responsible for supervising Motor Vehicle Operators (MVO) to organize and coordinate the transportation of patients and/or equipment on and off the Medical Center to ensure accomplishment of the Center's support objective. Supervises the training of the MVO's and Engineering Service personnel when new equipment is added to the vehicle inventory. Responsible for maintenance and repair projects for the construction/repair/replacement of parking lots, roads, sidewalks and curbs, maintenance of the dump area, disposal and erection of traffic signs, manpower support to all of Engineering Service units and organizations requesting aid to support their operations and special events and manpower, equipment, and transportation for rescue operations as required by the Medical Center's Emergency and Disaster Plan. Additional responsibilities includes but not limited to the following:

  • Provides leadership in the management, budget, and planning processes to compile and present statistical information used by the Chief, Maintenance and Operations in compiling supplemental operational reports for the Medical Center;
  • Establishes schedules to set priorities for work assignments and transportation requests by analyzing time, duration of trips, and contingencies caused by traffic delays, road conditions, inclement weather, and/or adverse road conditions;
  • Supervises and provides expertise to the unit's operational tasks by mowing of improved and semi-improved lawns found on the 310 acres of land;
  • Determine priorities of work to ensure assignments are accomplished as scheduled;
  • Orders and maintains proper stock levels for all supplies and materials used in the units;
  • Implements corrective actions within authority to resolve work problems;
  • Establishes performance standards;
  • Initiates performance ratings and conducts counseling, if necessary;
  • Establishes and coordinates overall leave schedule for the unit.

Work Schedule: Monday through Friday, 8:00 a.m. - 4:30 p.m.

Qualifications

Your background must demonstrate experience in leading or supervising journeyman level employees. Knowledge of equipment, technical practices, maintaining tools, materials and equipment. Must knowledgeable in vehicle maintenance, GSA leasing, VA owned regulations, Federal, State and local laws, Medical Center policies and regulations. Familiarity with computers to facilitate reporting of the Unit's performance and documented productivity. Must be well versed in the profession of agronomy (soil management), arborists (tree and shrub management), and horticulture (plant life management).

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume or OF-612. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c ).

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability to Lead or Supervise.

PHYSICAL EFFORT/REQUIREMENTS: The incumbent may be required to stand, bend, stoop, kneel and climb to inspect motor vehicles and the work of others. Climb ladders, scaffolding, and platforms, crawling in confined spaces. Required to have a US state driver's license at all times to occasionally to transport materials and equipment that weight 40 pounds and over. In addition to monitoring progress of subordinate employees at various work sites.

WORKING CONDITIONS: The incumbent will be exposed to inclement weather scenarios. The incumbent must be able to operate all vehicles (trucks, buses, ambulances, etc.) assigned to the Unit.
